There are many alternatives to Bilingual Education such as submersion, english as a second language (ESL), structured immersion, and two-way bilingual immersion. In these cases, however, the successful person got plenty of comprehensible input in the second language, and in many cases had a de facto bilingual education program. That corrective action plan was replaced in 2014 by a Memorandum of Understanding between NYC Schools Chancellor Carmen Fariña and then-NY State Education Commissioner John King that put pressure on the city to improve outcomes for its EL students.

But Gigi Luk at Harvard cites at least one brain-imaging study on adolescents that shows similar changes in brain structure when compared with those who are bilingual from birth, even when they didn’t begin practicing a second language in earnest before late childhood.
